    Pedestrian Safety Projects – 2020 Budget

    The 2020 budget included $65,000 for pedestrian safety projects. At the December 3rd public safety workshop Chief Asmus estimated $140,000 for the installation of RRFB crossings at seven intersections. His estimate did not include the intersection at Bitterroot @ Mission, their number one priority, nor did it cover design and field costs, related utility needs or possible conflicts.

    Asmus identified several unknown costs when installing RRFBs which include:

    • Design cost
    • Infrastructure assessment and potential installation or relocation of utilities
    • Street lighting at each of the intersections
    • Improvements to pedestrian access (ramps, sidewalk extensions)
    • Availability of internal resources for procurement and installation

    Four options were presented

    1. Utilize the $65,000 to complete Bitterroot @ Mission
    2. Utilize the $65,000 to retain a design consultant to provide cost estimates for each of the priorities. Consider a budget amendment once a cost estimate is available
    3. Council provides a “not to exceed” budget and city staff would design and construct up to that total based on priorities. 
    4. Open to other ideas from the Mayor and City Council

    The City Council recommended assessing and getting true cost estimates for each of the priorities prior to making any budget amendments.

    Early in life when teachers would ask "what do you want to do when you grow up?" James Edwards would answer, "I want to be on SportsCenter". As time went on he ended up going down another path, choosing his love of mathematics to become an engineer. James attended Eastern Washington University where he played 4 years of club baseball. He has worked as an engineer and project manager and earned an MBA from Gonzaga University. Sports and writing have remained a passion of his as he has hosted a blog dedicated to local sports teams and fantasy baseball. James is a local resident of Liberty Lake with his wife, Brittney, and daughter, Blaire. They are expecting another child in early 2020. James is also a certified FAA Part 107 drone pilot and enjoys flying his drone to capture photos from an aerial perspective.
