Okay, so we just want to get started, my suggestion would be that we keep it obviously to the deep to meet details, keep the details late because Dan isn’t here and Shane will be here later so I hate you guys will have to repeat everything, so just kind of hit the high level maybe.

So we have a number of updates, they’re kind of very general in nature but before we forget and I think maybe the conclusion when the rest of the council members are here, but you might be thinking about what came up at one of the previous meetings and that would be starting these workshops at six o’clock instead of five thirty, so that’s something that we can discuss at the end when everyone’s here. So with that I will turn it over to Jane, so she can start us off with an update.

Good evening council, I have few photos I’m going to share as I go through this, lots of different things to touch on this evening. I thought it would be interesting to share with you a report and it’s very simple, a report from our park intern, we have a park intern that came on a couple weeks ago and I’ve had him gathering data for me, for resident versus non-resident attendance in our sports programs and our sports camps. And so it’s kind of interesting to see the breakdowns with our sky hax groups this is so far this year, we have 56 registered for our scariest sky hax sports camps in the summer and 82% are Liberty Lake residents, with our challenger of sports British soccer we have about half a little over half that our City of Liberty Lake residents, and then the Indians youth baseball as far as we can tell the entire teams that play here are City residents. So that is just a little bit of interest I’ve been asked that in the past, what ratio is resident versus non-resident so it’s just a little update there. I would also like to invite you all to April 20th Arbor Day celebration, and I’ve got a hand up here, it’s going to be at noon at the Diamonds ball field we’ll be planting a couple of trees and I believe mayor Pro tem Britner is going to be there in [unintelligible 00:02:41] absence to do the proclamation and all of that helps us earn our Tree City USA award every year. so I think it’s a representative from Tree City USA who will be presenting the city the 15th year of a Tree City USA status, so they’re not helping out there with that.

So this year new at addition we have additions to record in the park, again our park intern has put this flyer together it’s going to go out for public information, we have comments for the last couple years that people weren’t aware of the event so we’re trying to really get it out there starting now and this is one of the many flyers that we’ll be putting on our social media on the website. New things this year we are actually having Drone racing, don’t ask me what that is that’s Charles’s ball game so, it should be interesting I’ve never seen it myself, we also– the hub asked that we could maybe possibly branch out with soccer this year by expanding beyond barefoot and including the cleated version of soccer because he was getting feedback from local soccer groups, it’s too close to the soccer season and there was concerns about the kids playing barefoot soccer and the liabilities of such so, we’re offering a cleated division this year and a golf cart rodeo which is going to be an opportunity for citizens to bring down their shiny golf carts and show them off alongside with the car show. So it’s going to run in coordination with the car show on Friday night.

Yes, I believe [unintelligible 00:04:52] is actually been in touch with them over the past few years so we can confirm, I think they’ve mentioned that they’re in touch with us in group, and I think that’s where we got our food trucks last year it was through that association, yes, that’s a good connection for them.

So then moving on, why that’s terrible to see, we have our spring cleanup day April 28th and just receive these flyers hot off the press today, sent one out to each of you, it’s our bulky waste event, AKA spring cleanup and it’s for waste management customers, they bring the ticket we bring their cards, I think most everybody has received their cards in the mail by now, and you bring it in and you get one load I think of—bulky waste in one Clean green, and endless amounts of goodwill. So that should be a part of my event again it’s from nine until two on Saturday April 28th, there’s something else on that 28th, the penny drive.

Is it? So this is actually spun off of our original spring cleanup– clean green where—is that what we used to call it? Clean green?

Where we used to just do yard waste, we didn’t take trash and bulky appliances and goodwill and whatnot so this is grown from that, and the sir district does us help us out with staffing so that’s great a lesson for them to do so. And let’s see, we have three new additions this year, goats made it to the parks this week for the season and this year we did something a little different, we decided to split them up into two different groups, more than anything it’s for– some of our goats don’t like each other, so we’re separating them and they’re okay. So we have one batch of goats at Rocky Bill and we have one batch at Pavilion, and we made their pens bigger this year so they can stay longer in those pens which will hopefully alleviate a little bit of labor on our crews we have, we have [unintelligible 00:07:09] there are very sweet and they’re very docile and they came actually as a donation to the city from a gentleman who lives south of the lake and they were very well spoiled when Trevor and I pulled up into the driveway to meet them, the goats just came running up to us like dogs they just ran around their property. So we now have those we have 10, we’re up to 10 goats now and they will be here through September October so, that’s not even funny. And an interesting piece of information on Facebook, the staff that manages Facebook, whatever we post and send out on Facebook on the city’s Facebook page we’re able to see how many people viewed that particular post and on average lately we’ve been getting 250, 300, 150 views and the goats as of 2 days ago had almost 1900 views so—

Yes, they don’t ask for much, sweet feet hay and they’re up, they get all the attention in the world. And a few other things, I don’t have an update on the Centennial Trail agreement yet, I do have a meeting Thursday with the group to see where we’re at with the agreement so maybe May 1st I’ll have a better update for you at that time. And the Parks and Arts Commission– we had a commissioner resign and so we’ve had an ad out we’ve received one application to fill that position, it’s position for representing Pavilion park, I think we may have a second applicant I haven’t received the application yet but they will likely be doing interviews, yes.

Yes, I can give an update, we do have two names and the mayor will be interviewing both of them when he comes back after May 1st.

So we have five projects that were planned for 2018, first three of these are almost ready to be set off with dancing crossing, we’ll give him the expected concrete, a better of $46,520 it will give him the role to proceed on the 30th and he should be completed by May 25th.
Then on the on the restricting that App boy we meet with them for the first time on Thursday and we probably won’t give them another proceed until maybe the latter part of May or June when the weather warms up and its proper time to paint, and once we do that he has 20 days to complete that work.
Then on the signals on Apple way we got an excellent price on that one of $281,000, kvitko as a contractor and he has places order for the equipment and they’ll believe that that works because the equipment takes a long lead time, they have a hundred and twenty days to get the equipment here and then we give them a notice receipt, so once the equipment arrives we give them a notice receipt and they then have 35 days to complete the work.
Then there is our favorite project arsonists Orchard Park, the basement there was $2,352,004, Bacon Country again is the contractor there. We are working with him and we’ll meet with him on Thursday for our pre-construction conference, he wants to start work on the grading on April 30th, as well as what April has been we may delay that so that he doesn’t make just a big muddy mess out there when he starts grading on the track soil, so we’ll play that right here but right now we’re scheduled to try to give an honest procedure on April 30th, and we’re working with the contractor where we can reduce some work callers, we’ve already identified significant plants we can reduce and [inaudible 00:12:31] as well the areas we can reduce, so then we’re also working with the contractor to try to identify some areas that perhaps with the reduction, we can add back into the project under our contingencies that are planning for work that we would do next year upon the alternative so you don’t do so much damage to the park, because one of the things that you have to keep in mind is that when those other alternatives being constructed you’ve already got your park, you’ve got to give a pathway for those trusting you then to do the work, and it can be very damaging so we’re trying to work out some details there.
And then finally the heights overlay, right now the schedule is to complete all the roads south of valley way in the heights this year. We’re currently reviewing the engineer assessment and obviously being sensitive to what the costs were in her Orchard park we’re trying to make sure that we do this in the most efficient way. I’ve looked at the plans and sent the comments back to them to clear up trouble areas, we might bided may and our concern there obviously is May is not a good time to be biding to ask for work because people are busy and so that’s why we’re going to look really closely about how we can package this thing together, to give the contractors the most flexibility that’s it can be flexible and when they can perform this job rather than say “you start on this day you’ve got 20 days to get done”, then we should be able to get benefits. So when we put that package together, we’ll come back and review with councils so that you can see what we’re proposing, okay?
Oh last thing was the trail head irrigation, those plans are being completed so we’ll be able to review those pretty soon, that job would be done in the latter part of summer. So any questions?

I don’t know to answer that question you might like to look it up, because I’m the proprio of that job right now, Carper might have an idea.

So right now we kind of go off with Metalwood, Metalwood is about one hole per week, with good weather conditions so they obviously would push back which kind of push right back on the building water, with us being a smaller golf course, and I want to say it would be less than one hole per week but one hole per week based on contractor Dave Taylor the consultant that we’ve hired, that’s kind of standard what they try to go for an industry so, hopefully it stays right around there, that one week.

How do they work that with the golf course still being in the open?

So Metalwood they’ve done– they’ve moved holes around basically a par-five would become two to three holes.

And then they prorate– with us right now we have a couple of options, essentially building a new hole right now in an open area, not really building a hole but just using an open area that we have, so if we do have to close a hole down for construction, we can kind of work around our existing holes, a hole that is closed, and then temporary hole you call—

Temporaries, you know we can set up temporaries it’s similar to what we do all winter, it’s not ideal but at least it’s still playable out there.

I have a question this problem, Kate you might like to answer this. When something like that happens with workers out there with our insurance coming and additional liability, where we have to get additional right or notify our insurance company that this is really happening, because we’re going to have customers on the course at the same time we’re doing construction.

So if the concern for the contractors or the golfers?

That’s a great question and we’ll have to make sure that our bid documents specify that, so generally speaking the contractors, the concern would be that they will be working in a active golf course which means there’s golf balls, and on the golfers I would hope that there’s no damage from the contractor to the golfers, but you never know as far as tripping hazards and those kinds of things so you have– we always take precautionary steps to make sure that there’s cones and flags and all of those things. The other thing– so I’ve been watching Metalwood work, they’re very good because they– it’s not as much excavation as you would think they basically have a real thin cut, they roll up the- I think Pat has seen it too, they roll up the sod then they do a quick excavation and they don’t open up all the trench ahead of the machine, and then they close it and go on. I think the weather has hurt them a little bit because it’s so wet, but yes I think we can take precautionary steps but I would be more concerned about balls hitting the workers and we’ll just have to make sure they’re aware—

I would say it’s more, later at night and then on weekends, then I see them working a lot on Friday Saturday Sunday.

And I don’t know that it was good or bad, but you now this was an incredibly short winter I think, it was extremely wet spring and so they did have to do it through the ground but they certainly had to deal with wet dirt.

Good evening council, I wanted to begin my report by just sharing with you what we did at the presentation meeting last Wednesday, and we talked about our 2018 code liners now if you need recall, the city is set up such that they do once per year, a call for comprehensive plan amendments and private code amendments requests. We didn’t have any comprehensive plan amendments this year but we did have three code amendments requests of a greenstone. The three are looking at amending municipal probe regarding perform response for TCOs on these simple residential units, and specifically we currently require perform response for things like sidewalk and landscaping, and the request is that they had to be wave for these simple residential, we never had to collect one of those bombs, technically they’re on private property so even if we decided that we wanted to call it in, to do the work, we couldn’t actually do that, it is a tremendously rely on people’s work and cross both the city and the developer, and at the end of the day morbid order is going to have a lot more teeth to enforce on that a little bit legal, they’re not going to be happy about seeing the TCOs in many places or having the TCO drawn. If we only did that, the contractors with a very good DEF can still be required [inaudible 00:21:07] but it would create some efficiency both for the city and for the developer so, it’s a really new situation. Okay, quick question if you don’t mind. So Katie it’s been several years ago now when we went all through the whole thing with the sidewalk in front of the logo, is a totally separate type of situation than we’re talking here because when we’re trying to do all the pedestrian safety up there and we’re trying to get whoever was up with the logo too, put in their sidewalk and they wouldn’t, are these two separate issues?

They are, so their logo was an off-site improvement triggered by development, Lisa’s referring to someone that wants to move into their home, it’s December they can’t pour the concrete for their sidewalk, it’s a non-safety requirement that you can get a temporary certificate of occupancy to move into your house, but then the bank or the lending institution is going to hold the contractor responsible to finish that work before and we will not– our hammer if you will is we hold back the seal until the work is done. And so I think what Lisa’s sharing with us and what we learned, that people do in Spokane and many other jurisdictions is, for us to get upon it’s expensive for the contractor, very difficult for us to call it, it’s very difficult for us to administer it but we can still get the same results just coming back to the CEO or making it… and handling it that way. I do want to mention though I know councilor [unintelligible 00:22:41] had a situation with inspection of driveway, so that’s something we’re looking this has really nothing to do with that, the inspection of driveways is just coordination between our building inspectors and our Public Works folks. The inspection still happens, this is more paperwork to ensure that the work gets done, did I describe that pretty well now Lisa?

I think extra paper, needless bonds, that’s an expense for them, uses a lot of resources on our side.

The bay logo is, they didn’t want to do the improvements, so that’s what they called the bond.

Or I used to add bonds and sidewalks and that’s where I immediately went so I just want to make sure of it.

This is right now just proposed on a very limited basis just to apply the simple residential so we wouldn’t apply the commercial or other things, that may be an overly discussion for the future but this application is narrowing this application. The second code amendment that greenstone requested was to amend the zoning matrix in the River District, to allow for recreational vehicle storage in the [unintelligible 00:23:51] and so that’s another one they’ve indicated that they get a lot of requests for people to be able to do that and I realized that that is a controversial one.

And it will—they’ve put their money on Bay head so they at least get to go forward and go through the process on that—

Still with the planning commission, it got their attention.

The third request from Greenstone is to amend municipal code to eliminate minimum and maximum locked areas in the R two zone, and so what I’ll share with you is sort of actually something that the city is putting into process in their infill development regulations it will be exactly the same thing. You have other regulations this is kind of a vestige of the one in the prettier zone, and we already have other protections in place, set that requirements, you’re building coverage, and you see your requirements. And so anyhow those would still have to be mapped but this provides more flexibility and the types of housing product that can be produced so more of the cartage housing that sort of thing so they maybe all small on total [inaudible 00:25:27]. So those are the three requests that they received. Now one of the other things I would point out to you is that the City of Liberty Lake’s practice and it actually is called and code that would scan will code amendments to be brought forward at the same time as the compound amendments. The growth management camp actually requires that as a city your management comprehensive code amendments per year. Code amendments on the other hand are not something where you have that limitation, and so there were a host of potential quote cleanup items that I found in the file that I didn’t have the opportunity to really review and bring forward at this time that’s can take even more time to dig in. There’s also a number procedural opportunities for streamlining that I have noticed in my just early review of your code and I think that as I get into the processes there may be more opportunities for that. Also there’s been some discussion related to the sign code, and we’ve had conversations with Borden and breakfast has conferred with Shawn regarding the value and importance of addressing the sign code and it’s not something that necessarily needs to be addressed at this moment, and I think that it’s one that will be time consuming and it’s potentially practically charged at never overhaul design—a sign code if there wasn’t a lot of controversy involved, and so one of the things that you as a city council is that everybody is waiting with taking breath on some additional code court cases to actually to actually clarify some of what came out of the recent supreme court decision as it relates to a content-neutral and many jurisdictions are choosing hold back until we get a little bit more clarification. There is some ugliness, to what a true content neutral somewhat will need to be, so again the recommendation is that because of the width that it’s going to take to get that done, that it may be something that should be given a little bit of thought as it relates with priorities of the counsel, and so basically discussing with the [inaudible 00:28:15] the staff recommended that we differ all city initiative code amendments at this time and that they can– that’s not to say that it won’t happen later in a year but I think we need to take a deeper look at what it means happened there. And so they agreed and hopefully it will as well but holding off on those—and really giving some thoughts to where your priorities are would be valuable so, I shared. The schedule, so we will be having another code amendment workshop with [unintelligible 00:28:57] on May 9th, depending on the outcome of that and to bring code amendments forward, we actually have to have the text amendments to advertise, to actually go to hearing, and so depending on how much direction or how much feedback we get from planning commission, we may be ready to go forward for the hearing on June 13th, it may take another month of workshops and just not that happening now, you may think that it’s one of those things that it makes sense for us to spend the time together right? But what it means for you is that likely to see the council for the earliest that you probably can see as code amendments coming forward is July, but it could be August or September even. Look forward they actually come forward. So that was the bulk of our Plan commission meeting, but we did also discuss the idea of developing the work program [unintelligible 00:30:05] really has the desire to become more strategic in their work and to better support the priorities of the Mayor and city council, they are advisory to you and there’s an opportunity to utilize that a little bit more, so they’re hoping to align with your priorities by developing work programs that you would ultimately adopt as resolution. We did a little bit of initial brainstorming with plan commission, there’s more to come as your strategic plan comes into focus [inaudible 00:30:43] aligning to priorities. And so that was… it was a really great discussion and the plan commission was very engaged and also it was a good meeting. let me see what else do I have for you, I just wanted to give you a brief on land use side of the equation, we are starting to ramp up with the building season both in terms of building permits, but we also have lots of activities going on in the River district, we’re crossing East for ordinary Clarks will be scheduled for targeting the future, it has been released and we will slow in getting this one out as it is a very good processes, but we’ll be there. Also River crossing in the North, third is in the process of preparing the appointment plan and that may be communicated as early as you may first come in. we also have several truck flats in the process. And just wanted to also share with you… so as I said we were crossing [unintelligible 00:31:53] we also are hoping to bring forward to you a resolution that clarifies the procedure for updating our building permit. Back in 2009, council passed as ornament relating to adopting the international commercial code, adopted this schedule and with reference to our schedule indicated that the updating in the future. The procedure has been that it has been updated based upon this based upon the adoption of ICC’s code so last one was done in 2016, where we are in the process of updating the 2018 and the procedures for adopting that are not clearly spelled out in the code, and again it’s it hasn’t been an issue from all the perspective but I think that it’s important that we have a clear paper thrill so I’d like to bring forward a resolution that lays out that process for updating that and so I propose that [inaudible 00:33:04] and also we were hoping to have an extra teacher pair of workshops so you’ll see on your tables, I’m sorry this is an office screen you can’t read it at all, and so the man that shared with me the notes and the work that’s been done related to your strategic planning process, and because I come from that background we could take a look at it, and one of the things that I was looking at was to try and create kind of the categories of pillars, and so this is just an initial cut off on basically all the things that you have identified as priorities or you haven’
t identified as priority yet but all the things that you have been discussing, fall actually quite comfortably into each of these four categories, or four broad pillars if you will, by green economy and progressive business environment, safe, active and engaged community, sustainable finances, and quality facilities infrastructures and including these services. And so we’re hoping to bring a full draft of this kind of categories that will come back to you, and do a little bit of workshopping related to categorizing the ideas that you’ve already presented in terms of strategies, objectives and past. And so again we’re to come but I did want to share with you that we’re working on it and we’re trying to get ready for a workshop pardon me, it will be first meeting because the agenda seems brought into light.

I appreciate that Mike and I went to the transforming local government’s conference a couple weeks ago and one of the sessions I went to make up a period in that loads sitting on here, going through their pillars and their data they kept to see how they were doing on each one so then, I’m really happy to see this, very timely, thank you.

Let me mention just one more thing, this is not a city or Liberty Lake project, but you undoubtedly have seen the construction taking place on spring, from the East smoker going to the golf course processor, a water district project within the water line, it looks like a mess right now but it’s scheduled to be paid on the 27th. The good news thus is they’re going to replace half the street where before they were going to replace the major lanes, so that’s a win for us.

So I will like to add some items that Lisa mentioned and one is related to the Planning Commission and I think really we want to be very engaging to our Planning Commission and use their feedback on helping us prioritize what comes out of your strategic planning sessions. So I know Tom is here and it was a good meeting that lasted for two full hours, and rather than just going through a code amendment or code amendment really tackle some of the harder… well tackle some of the codes and design requirements that we have in our city and question, do we want to change them? Are they working just fine? Those kinds of things. Along the lines of this… so Lisa put this together, I wonder which knowledge in, also thank you for doing this, captured from all of our notes, then what we haven’t done behind this is in its working progress we have started listing all of the comments that came up in these four categories and then I think councilmember Moore presented with me something from Montgomery Ohio, where the actual strategic strategies below each pillar, so all that will come forward too but I have a quick question, so May 1st you’re going to have a number of items from Lisa that Lisa mentioned but otherwise it’s a fairly short council meeting, is it okay if we bring this back too on May 1st as opposed to having a workshop on May 8th ? So we have $15,000 in our budget and we did get an estimate from Huppin’s that’s a little bit more than that to put up monitors, but we realized that this whole room is really centered in all of the dyers, is really centered around that screen, and when the screen and this projector go away, then it’s a great opportunity to take this el and make it more of a horseshoe so that you guys can see each other, and the mayor can see you know people on both ends of the table because I really think there’s a disadvantage in the way it’s laid out right now for many of you. The other thing I was going to mention is so the way we have it kind of set up is there’d be three at the front table which would be the mayor, the mayor Pro tem and the city attorney, and then three council members on, hope that wing and then three council members on this wing and then and I would be down at the end. And looking at it, these tables… one is too small two is too big because we really are tight in here, and so it’s really we need eight-foot tables and it would be I think three or four, let’s say three eight-foot tables plus a 45 or I Googled council diocese and you can actually buy them and they’re kind of already shaped with made out of wood with chairs, but I don’t know how much they cost so I… the reason why I’m bringing this up is I’m still researching how much more it’s going to cost because I can tell you private technology is going to be probably $15-18,000 somewhere in there, but I can tell you if I buy tables it’s not going to be that much more right, a couple hundred bucks fewer there. But if we buy the whole thing which is more of a permanent piece of furniture, it’s going to be… I think somewhat more, so I want feedback from you on how much time we should be spending on this. The other thing is RJ let me know that that projector is the reason we have this problem, it’s about $600 700 to replace it, should we spend the money to replace it or should we wait till we get the new monitors?

So if you surplus it tonight then we’d like to begin the surplussing process right away, I do want to share with you there’s a high level of interest I’ve probably gotten unsolicited phone calls from half a dozen people wanting to buy this property, want to know what the process is and how we can make sure that we got them the information, so I haven’t had time to talk to Shawn today but what we’re thinking of is putting together a structure, there is… excuse me a bidding process, the high bid would obviously be selected and that the high bidder would have to submit some kind of an earnest-money non-refundable deposit and I don’t know how much time to give but I’m guessing it should probably be in a two to three week range or we could post the site and advertise it, accordingly and then have an opening of the bids. Then the question I… and then we had to be full disclosure, the site will have to decommission a septic tank, if they put a building on it they’ll have to have pay for the sewer connection charges and then they can do accordingly so did some research, so they can put a manufactured home and meet certain building requirements but they can also put a stick-built building on that property. So what else did I want to say about this? As far as the transaction then, the high bid would be selected with the high bid have to come back to council I’ll kind of keep catching Shawn a little bit to accept?

There’s also phase two, I am concerned that I would rather see that we addressed phase two sooner than later, not wait for months or even what period of time to see where we’re going to go with that, because one thing in our discussion that I’m sure of if everyone would recall, is that we need everything that we’re looking at, that’s close to 100% higher than what we thought it was going to be, are the things we can live without, instead of us… I’m concerned if we have those considerations and don’t discuss it now, sooner than later, we’re going to have a citizen to be upset well I’m saying “well this is what you promised us here just five months later, and now you’re saying we might not get this or that” or maybe something might be added to it. Like how would you rank a parking lot to a tennis court, to a pavilion? Which one would be the higher ranking of those? I think we talked about you know the strategy of well let’s do phase one and get reimbursement for that, then we’ll do face two, what if we don’t get reimbursement? And my idea is let’s pay for it with council money bonds. So this identified to the county commissioners, specifically which projects we’re going to be in the left, and I think it also speaks to what Kevin [unintelligible 01:05:20] who’s going to be here at seven o’clock to talk about mission, on the improvements along mission. But anyway, what I wanted to draw your attention to is Orchard Park design and construction, you know it’s in here for 2018 and it’s 2018 so, it’s kind of nice to be following the schedule that’s here, of course the amount’s wrong when we put this together we thought it was a $2.5 million project, but this is the document that we use for the county commissioners to get reimbursed. In addition, we’re going to be sending a letter to the county commissioners giving them an update on the funding for this project, the fact that the City Council is awarded the project and the fact that when the projects done we are going to be submitting for reimbursement through the tip and left so, this is what has been you know publicly… we work on this with the developer and ourselves to make sure that our projects are in there, this is what we use to request funding, this is kind of the basis for that.

With ours, like I said it’s easy because we have public bids that show this we bid it, this was the price that came in and… so we submit all this documentation of complete documentation, they review everything and then they put on the agenda and approve it. And generally what we want to do though and then talking to Kevin [unintelligible 01:08:51] he does it on all of his projects, that’s you let the commissioners know ahead of time that you’re starting the project so they can anticipate when you’re going to be requesting for reimbursement, but it’s not you know they have to formally approve it.

Mr. mayor, members of council, I was asked by Katie if I could come and give a little bit of an update on Mission Avenue and in conjunction with that I’ll just kind of briefly talk about a few of the other items that are associated with that. This flight was not very good and I apologize for that, this is harvest Parkway and you can see tracked out there the 11.5 acres is Orchard Park. We have completed the design of harvest Parkway in Indiana that portion that will front on Orchard Park, if we could maybe and we could scroll down just a little bit towards mission, yes thank you, and as part of this it will be kind of a second part and the second submittal for approval, there’s a roundabout planned at harvest Parkway and Mission Avenue and as if you all know, Central Bank school district has purchased this site and will be constructing their middle school in that location. So a lot of exciting things happening right in this location, we’re ready in the next couple of weeks to break ground on the harvest Parkway Road in [unintelligible 01:13:12] and Indiana so you can go on the next slide. I chose this slide because it shows 10 of our trail system and also mission Avenue which I was asked to come and speak specifically about tonight, outside of the improvements that we’ll be doing at the intersection of harvest Parkway and mission, we currently do not have any specific plans for the mission improvements going East from the harvest Parkway intersection, and the reason for that is usually road improvements kind of just proceed to development that’s taking place in a given area especially when you’re talking about residential areas that really holds true in a large way. So there’s a few factors that come into play when you’re trying to design and construct a road in advance of really subdivision work commit or commercial development, and that’s where a road intersection is going to happen and along with that then comes the need that’s where you’re going to provide sewer and water service to connecting streets, and so that’s always the challenge when you’re trying to design and improve especially major roads this being a arterial within the City of Liberty Lake. So when you’re trying to make those improvements, you’re really guessing if you get too far out in advance and that could really cause a lot of problems, having said that you know we’ve had a lot of discussions with staff about what’s going to be the right time to really look it at making the improvements, what is the section of Mission Avenue look like from works completed on to the East all the way to harvest Parkway. We continue to have those discussions, we think we’ve probably kind of landed on what the section is going to look like the width of Mission in this area, I think you’re well aware that you see the conceptual design to the south of Mission Avenue, we do not control that property and so there’s going to be a significant part of what goes on there and what design happens, you can see right now and again this is our trail plan but our trails always follow streets, we’re just showing going North of mission two intersections: one I just spoke about harvest Parkway and so we’ve locked that one in; the one further to the East, at this point it’s somewhat conceptual where we have a preliminary flap that’s been submitted to the city for review to entitle us on a portion of that, but even then where that road exactly ends up is you know, the future is going to tell us that, and certainly one of the factors that are added, is that intersection lineup with Henry road and the improvement plans for the overpass at Henry road come to fruition over the next few years, how does that play a part and then of course as I mentioned, the landowner that owns all the land South and what are their plans? So I… you know it’s our position as a developer at River District that we really need to continue to talk about this and really be prepared and focused to move on the design and development of mission when not only us but the landowner to the South and the city believe the time is right and I just don’t think we’re quite there, we’ve discussed it a lot, I know I came here a year ago and talked about a temporary trail, we’re still looking at that and I can tell you that with the development of Harvest Parkway and Orchard Park obviously we’re going to make a major North-South trail connection, we’ll have sidewalks fronting both sides of Harvest Parkway, and then the trail will kind of meander through the park following the Vista power lines. One thing that we’re currently working on and I think plays a part in all this, as I speak we’re in design of Indiana all the way through Harvard, and we’ll be bringing those design plans forward to the city staff for review and approval, I’m not sure it’s a significant project, we can get it 100% completed in 2018, but we definitely will have it completed in early Spring of 2019 I believe we’re going to have some paving probably left to do, but that will also add to the pedestrian connectivity, East and West because there will be a major trail system as is showing here on the north side of Indiana. So I think over the next 12 to 15 months, 18 months as we finish it out in the Spring of 19 we’re going to see, significantly improved pedestrian connectivity which is certainly going to help and as I mentioned with Katie and discussion we’ve had, you know we need to continue to look at the importance of a temporary trail along Mission. I would like to take this opportunity to mention there’s a section and I believe this is very important for the city to look at and consider that, the sidewalk and pedestrian connection is completed to the Eastern boundary of River District along mission kind of offered all, then there’s an open segment where there are no frontage improvements and you know I think it’s really important that we work with the city to try to find a solution to that because sincerely, middle school opens in 2019, kids coming from the West and North, I think that’s from a safety standpoint it’s going to be very important and I’ve committed to the staff and to the Mayor that we certainly want to work with the city to try to find a solution to that. We really can’t take the lead on that because it’s existing right away and some issues surrounding now, but I believe that’s important and once that happens along with Harvest Parkway, Orchard Park and as we complete Indiana, we’re really going to see some really fun and fantastic things happening kind of to the North part of the city, and so we look forward to that, we look forward to continuing to work in the city, I want to comment the staff that we have very good relationship with them I know there’s been some changes, and we look forward to continued relationship with the people who step into the new world and fill those positions, so with that I’ll stop and answer any questions that you might have.

Yes, that’s correct I mean we do not have a definite timeline you know I would say it’s in a… if I was to take a guess I’d say it’s in a two to three years’ time or something.

I’m certainly sure there will be some, we don’t have any statistics showing that and so you know I think again that’s an important reason to continue to look at some type of a temporary trails. It really was… you know was kind of prevented from happening we knew Harvest Parkway was going to happen this year, and so we said let’s just wait and see what that kind of looks like and what happens but, you know honestly we’ve done temporary trails in other communities it’s very easy to accomplish, it’s a matter of going out there and doing some grating and putting down either some recycled asphalt or crushed based rock and compacting it so you know a project like that would take a matter of a couple of weeks to accomplish.

So I think we need to get this done, I’ve been talking about it for two years, I know we’ve been discussing a temporary path for a year, we got to get done you know I know that there’s other factors obviously but we got to push and we got to get this taken care of.

Put it in a trailer, in conjunction with Mission, you know many a fashion, like we do with country Vista but then how much right away do you need?

well I mean there’s two things that will drive down there I mean, is what the mission section ultimately looks like and I think what we’ve discussed and again this is not set in stone at this point is that really Mission in this area lightly only needs to be two lanes with a center turn lane, it does not need to be the five lane section that’s currently constructed. So you know if you’re looking at that… if you’re looking at a couple of 16-foot travel lanes with an eight-foot turn lane, you’re looking at 40 feet plus then curved sidewalk on both sides in this case one side would be a trail, so you’re probably looking at an overall right away of somewhere in the 60 to 65 foot.

okay well the question that have now is that, you know in all that the Mission’s going to go through there with at least three lanes and possibly five, we know that we want sidewalks on both sides because that’s what the thing is designed to further East, we know that we want to put in a 10 to 12-foot width trail, like kind of like country Vista, and we know that that should be about six or eight feet off the curb line, so draw out the right-of-way and let us go get the right-of-way.

Yes, I mean that’s certainly a possibility, certainly something we’re very open to considering.

I guess that’s what the council hear our doubts of people saying “we’re done talking about this trail and worry about what this might be, tell us what right-of-way we need and we’re going to go get”.

Yes, and certainly that doesn’t preclude if you know we were to look at the city purchasing so much right away at this time or maybe part of its a you know as a dedication of right-of-way, you could always add to that if we get down closer on construction and something’s changed and we decided to set up a three lane section and it turns out to be a five lane section, then you just have to add it right away. We’ve designed the development of the North emission based on a certain right-of-way, we have track of a privately-owned tracked along there, in many cases sometimes that… yes and as you can see we have a trail plan that will part of our crude trail plan, it shows it just being a very straight linear trail, very often we meander in and out of the right-of-way a little bit and at that point you know the homeowners associations that owns whatever meanders out, there are much more comfortable taking on whatever liability comes with that, I mean right now you just have a landowner that really does in and to couple out the fact there’s no curve there, no nothing there, no protection and a curve certainly does provide a certain level of protection so those are kind of all the issues but you know we’re willing to… as we always are we’re willing to work the city to… if it’s really important to make that happen we’re going to help you do that.

So Kevin, Lisa brought up River Crossing East addition how far east does that plat go?

Well so, River Crossing East is the entire balance of River District so everything East of Harvard is already preliminary platted, so it encompasses everything in this area here to… it does not go South of the county right-of-way that they own the old railroad right-of-way and you know we’re in discussions how we’re going to address that with the county. So we… because we were still in the discussion, we knew we couldn’t get that solved we stop the preliminary plat, but ultimately the preliminary plat and River District will come all the way to Mission, so… but again you know that doesn’t preclude… I mean we can dedicate… the city can buy right-of-way at any time I mean it’s just a matter of determining how much and how we’re going to accomplish it and that’s certainly doable no question.

I think I mean this is the opportunity, when we’re talking to the county about even if they’re dedicate the right-of-way that they inherited from electric forever, you know and two basically we’re going to move that over to Mission and so this is the perfect storm to take advantage of move getting rid of that right-of-way through your project, moving that right-of-way to Mission and building the temporary trail and I think you know from our perspective, the council perspective our two years’ worth of discussion of this trim, we want to get that done within the next 30 or 60 days. So and then, we bring maybe some horsepower to… you know your work for the County.

Yes, absolutely no question about that I mean it’s much more difficult when it’s a private entity trying to deal with a public entity in making exchanges in the self-result and when we actually have that discussion internally agreeing something today so… you were going to be getting a call anyway.

But what I do think we need to all commit to is that this is of high importance and we start to move forward to get it accomplished and we can do that, I mean I do believe there’s some confusion at the County level because this land has no value to them at all for any uses, it starts nowhere when I’m speaking of River District and it goes no… so you know I guess in fairness to them I think there’s just a level of confusion here that we need to get ironed out and we’re also trying to set up a meeting with the CEO to try to help put that out, so I think we’re both… portiere from both fronts I think we can get this accomplished sometime there in the Summer.

Yes we certainly and I’ve shared this with staff and I had the opportunity to discuss with the Mayor a few days ago, we certainly believe that that’s a high priority because to have this temporary trail you’re still going to have that 500 or 600 foot break where there is no pedestrian connection and there’s also no curve along there, and certainly because it’s existing development that’s a situation where the city mate needs to take the lead. I believe that we’re determined that there’s right-of-way, as always happens and is perfectly natural over years or some encroachment into the right-of-way and those things need to be dealt with then, that’s perfectly natural…

So we looked at it the third day, there’s loose person… blue spruce excuse me and fencing out into the public right-of-way of an existing home and so we have a gap in infrastructure there so, that it’s not a chance to look at it and we’re going to have to design something work with the property owners and, work through… you know keep the impacts to a minimum and if we possibly can but clearly there is encroachment, into the public right-of-way from the adjacent property owner at least one if not more.

Yes, I just think that timing is good because we’re going to have a significant amount of construction going on in this area over the next year and a half with Harvest Parkway the roundabout, we also need to extend a significant water line for consul the irrigation district from well to the West, to the intersection of Harvest Parkway and Mission to increase the water supply enough for fire suppression for the school District and we already have those plans approved, we were going to do that ahead of Harvest Parkway but because of the section of Mission, we’re going to have to close that down so we’re going to wait till Harvest Parkway’s completed and then use that as our detour route around during the construction short period uh, probably take about two and a half weeks, it is just fairly straight over water line but we do… we’ve committed to having that completed by the fall of 2018 for centralized school District needs. So again a lot of construction going on in this area and so you know the more we can do at the same time, the less long-term impact it has on the citizens and I’m very excited about it, okay?

Okay mayor I have a short [unintelligible 01:41:43] report, this is kind of a recap of what was discussed in planning or still in the workshop earlier this evening, so the strategic planning meeting that was originally set for May 8th we moved to May 1st, so it’ll be part of the council meeting and at least I handed out some of the four pillars and some information that we’ll be bringing back, have a little more details on that, Council member Moore mentioned some strategies that we need… that the council needs to discuss before we go too much further. The other thing I want to mention is Orchard Park the tip and lip, I think I have the date wrong it should be 2016 resolution, is that correct? 2016 we handed that out at the workshop too and we wanted to make sure Council was aware that they had adopted the resolution supporting Orchard Park’s reimbursement with tiff and lip, no guarantees but we are going to be sending the letters to County commissioners, letting them know that the project is moving forward and we will be seeking reimbursement at its completion. The other thing is something I haven’t discussed with you all before but, in working with Jane and Lisa and RJ last week, we’re really trying to tackle some… I think workload issues that we have here at City Hall when it comes to administrative support functions, moving paper, filing paper, finding paper, processing applications, we’re finding that would get really stretched especially in this summer it’s incredibly busy but just between trainings and when people are on vacation or sick, we really just are at a point where we’re not able to provide the services to our community that we think we need to. So what we’d like to do and there’s nothing in the budget, there’s no vacant position waiting to be filled, but with your support we’d like to bring back a budget amendment on May 1st to create another administrative assistant, so right now we have two: Tate who works for Jane, sits at the front desk does a variety of reservations, Facebook communication with our message board, many many other things: Trisha is also… has the same classification, she supports the Mayor’s calendar and letters and those kinds of things, supports Dennis on pay letters, supports RJ with administrative functions, does awareness program and also does our community production program and a variety of other assignments. We just think that we need one more administrative support type person, and that this person would report to Lisa as we go through this exercise and at the end of the day we would end up with three folks that would help support our services to the community. So I don’t have the exact dollar amount but basically it’s about… with fully loaded with benefits it’s about $60,000, but we’ll only be in for half, so the budget amendment would only be for 30 because it’d only be for the remainder of the year. But we would like to start advertising, to fill the position certainly this isn’t something we’ve discussed before right? I just want to share with you we get really stretched then here at City Hall, this time of the year especially under these circumstances.

So we thought on about that and what we’ve realized is that, we think long term you’re going to need the person and the reason is, I know Ann and Ann you can speak to her directly but there’s a lot of public records request, we have a file room back in that quarter of the building that’s just full of files, plats, registrations, purchases, someone… I mean it’s almost a full-time job just to go through that so we have this backup, I would say record retention, records we have that we probably don’t need, I’m not trying to paint a really bleak picture but we did consider the part-time scenario and, certainly we could we could go down that road we just felt fairly strongly that having a person full-time that’s trained to do a job would have you know full-time assignments, would be a little bit more efficient and provide the coverage that we need, it gets difficult sometimes with you know vacation, sick leave or training to have enough people here to provide answering the phones and those kinds of things. It is so TIF stands for Tax Increment Financing and LIFT stands for Local Improvement Financing tool, they were approved in the River District 2006, and it’s a state-approved methodology of using investment dollars to get to the sales tax and property tax that ends up coming back to the city to fund public infrastructure projects.

I wouldn’t mind to say, I read through materials but if you have anything to add because it looks like a great asset to have in managing the crew and getting actual costs and things like that, it is a high level of description mainly for community.

We looked at several others but this one was pretty basic, and it’s the one thing we kind of liked about it it’s easy to function but we can pull reports off of it for budgeting in the future to see kind of where we’re spending more money, places that are becoming problem issues, who’s been patching furnace instance, we can create work orders I don’t know, fiesta seeing a big cluster we obviously know something was going on there, they’re customizable completely, base bids come with blank sheet, we’re going to create it the way we want to, so we can create it for streets, parks, we can have a golf section on there. It’s very simple for our guys to use to outfield, this is an just an application on the phone, they pull up and hit a button and then I’ll get the report or the work order or Jane will get the work order or whoever, we can have limitation access to where certain people’s get to see everything, wages, all that stuff included well the level will just be this is your project, deuteron anticipated materials. I mean it’s very simple but yet it’s going to be a great asset to us, Jane and I both went through it, she’s really excited about the facility side of it to help her with the scheduling of all of our parking mess and everything.

The irrigation, put it in a new mainline the irrigation for trailhead, that was a one and a half million-dollar project, that’s the main lines of the water in, we’re going to have a workshop and a designer shred, some kind of shred looking at a master plan for trailhead in the future. Orchard Park has been planned for a number of years, and so for the last two to three years we’ve been planning to build Orchard Park and we took in the dear plan, here about six months ago or so and then we had bids to prepare a Park and all the other accessories both to that [inaudible 02:02:58] and so we’ve left that initial bid out, and we’re now into the process of reviewing some of the wake up adds alternates, things that we’d like to have that we’re funded on the initial bid a lot of times you do that discuss this just like two for Orchard Park, but draw ahead has continued to go forward, it is a jewel of our city, and we’re looking at how we may redesign it, or repurpose it for golf because I think we have committed to golf, but to kind of look at what are the opportunities for this property as we go forward as a city. Orchard Park is a park like Pavan Park, dedicated kind of more for the citizens on… in with the River District on the North side of the freeway.

I understand now when you say repurpose the golf courses, are you going to keep it? Or are you going to redevelop that?

I think the consensus of the council at the time, in a couple of three or four weeks ago and we’re going through a strategic plan, with the good citizens of the council was that we were going to maintain, stay in the golf business.

So I mean… you know again, we bought trailhead in 2002, we bought it on a bond and note to the seller, we finally paid off the note I think it was last June right? Some 17 some 15 years later, and so… well it does generate revenue and we’re very happy to do that, again we’re trying to see how best can we deliver golfing services if you understand the golf business, how can we mitigate the risks and liability, how do we maintain the greens in the fairways and the best care? So we’re not getting it out of that to try but we’re just trying to discuss that we invite you to that workshop.

The greatest comment out there is that I buy that pass that cost me $475 each year, which is not much, it’s a very inexpensive for an executive course, it’s galleon course actually rented in Arizona, they are the one that are selling theirs for $1,900, so it’s a bargain. the problem though the people that are out there playing are not coming back for a reason, that golf course is done, when you have people who don’t come back at a restaurant giving you an update on to owner of restaurant, you know the only way that restaurant survives is if your people come back again and again and tell other people, but that golf course over there people complain and say “you got any kidding me, for 20 bucks I’ll spend another $27 walk over to Westwood and obviously get to Metalwood and play on a new golf course. So it’s dying, and you’ve to do something quickly, it can’t be in the future it has to be now, because well you’ll lose it, you’ll have people straggling on there and it’ll end up just like valley it’ll look ugly and it was 20 years part of this gentleman’s tell me, 20 years ago that golf course was a dump, it’s getting to that point now if you don’t do something quickly and you need a supervisor, like I said I’ll do it for a dollar, I’m retired, I got lots of time and I’ve worked on the golf course for 15 years, it’s not a big deal. But if you don’t get those people to come back they’re going to go somewhere else and then that golf course will lose you money, even now you’re jet free, I think it’s a great idea I think you guys didn’t have the job.
